The drama group I am Chair and Director for, Thringstone Pantomime & Drama Society, won the Queen’s Platinum Jubilee Award in 2022 for Community Service. My other full time job is acting. I enjoy singing and all forms of dance. I’m passionate about raising money for local charities in the local area as part of our work.

I’ve worked in the public sector for just over 20 years, making a shift from local government (working for Cornwall, Wiltshire and Somerset councils) to Somerset NHS Foundation Trust in 2019, taking up the post of Head of Resourcing. In 2020, I secured a secondment over to (what is now) the Integrated Care Board (ICB) or as it’s locally known, NHS Somerset as part of our Integrated Care System (ICS).

Over the last few years, Raffaela has led the people response to the Covid 19 pandemic and the recovery, passionately working with colleagues and patients to improve the experience of under-represented groups and the well-being of her colleagues. Stephen Moir

A proud and committed public servant, Stephen is the Chief Executive of Cambridgeshire County Council, having taken up his role in February 2022. He had previously worked for the council between 2005-2011, as a corporate director. Prior to re-joining Cambridgeshire, Stephen was the Executive Director of Corporate Services for the City of Edinburgh Council from 2017 leading a broad portfolio of customer and strategic services.
A Human Resources (HR) professional by background, Stephen has undertaken a range of leadership roles in Local Government, the NHS, and the Police Service, at local, regional, and national levels, including as the Chief People Officer for NHS England and the Head of the HR profession for the NHS, the 5th largest employer in the world. As well as his employed roles Stephen has also held a range of non-executive or professional association roles, including his term as President of the Public Services People Managers Association (PPMA) in 2007-2009 and served for 6 years as a Board member of the Chartered Institute of Personnel and Development (CIPD). He has also been a Home Office appointed independent non-executive member of the National Policing Improvement Agency (NPIA), a Non-Executive Director of the Involvement and Participation Association (IPA) and a Non-Executive Director of the Improvement and Development Agency (IDeA) for Local Government. Stephen was also previously the Vice Chair of the University Court for Edinburgh Napier University.
A Chartered Companion of the CIPD, a Fellow of the Chartered Management Institute and a Fellow of Royal Society for the encouragement of Arts, Manufacturing and Commerce (RSA), Stephen is also an honorary Fellow of the Institute of Employment Studies. With an Honours Degree in Biological Sciences and a Masters Degree in Personnel Management with Information Technology, Stephen was conferred an honorary Doctorate by Middlesex University for his contribution to public policy and human resource management.

Ian Thomas has been appointed as the organisation’s Town Clerk and Chief Executive for the City of London.
The Town Clerk, a position dating back to the 13th century, acts as head of the paid service, leading over 4,000 City Corporation staff, and is the organisation’s principal adviser to elected Members on matters of policy.

Ian, is the City Corporation’s 51st Town Clerk, has built a national profile as one of the country’s leading public service Chief Executives, having forged his career as a leader in transformation, social care and health services.
He was awarded a CBE in 2019 for his transformative leadership at Rotherham Metropolitan Borough Council in the wake of the child exploitation scandal in the town, going on to lead award-winning public services and a £1.2bn regeneration programme at Kingston.
Previously CEO of the Royal Borough of Kingston upon Thames. Since his appointment in December 2018, a successful tenure for the council includes an impressive response to COVID-19, resulting in the authority being shortlisted for three MJ Awards including Council of the Year, with commendations in a further two categories, and being announced the winners of the award for Senior Leadership Team of the Year 2021. In 2022, the authority was awarded The MJ ‘Workforce Transformation’ of the year for the work it is doing on EDI and best ‘Community Engagement’ at the Building London Planning Awards, for its work with Countryside Properties in transforming the Cambridge Road Estate. The council is also leading on technological adoption and is within the best 3% nationally for social care.
In 2015 Ian was brought in as Strategic Director of Rotherham Borough Council’s Children and Young People’s Services, in the wake of the child sexual exploitation scandal. Together with colleagues and partners he was responsible for the transformation of the service from Inadequate (bottom 6%) to Good with outstanding features (top 16%) within three years. Prior to this he was DCS and Deputy CEO at Derbyshire County Council
He has 37 years’ experience in the public, voluntary and private sectors, holds a MA in ‘Developing Professional Practice’ and is a Masters-level qualified Executive Coach and Mentor.
In the New Year’s Honours 2019, he was made a Commander of the British Empire.
