The changing local government landscape and need for a new workforce strategy

From some perspectives, the underlying challenges facing the local government workforce have not really changed in recent years. The pressures to deliver more and better for less resource, through greater efficiency, service transformation and partnership development has been an unrelenting constant.

 

But a more detailed analysis must take account of the recent crucial changes in the context in which the workforce is being asked to meet these pressures. In particular, the commitment needed from the local government workforce to respond positively is less certain than at any time in recent years. There is now an immediate and pressing need to sustain employee motivation and morale, with a significant risk that progress on other issues will be severely curtailed unless this is recognised and addressed.
