PPMA (Public Sector People Managers Association) is the organization which represents and serves the professional interests of its Public Sector people management members, providing them with Continuing Professional Development, knowledge and information, a network/forum - and advice for raising professional standards in people management.

Current PPMA partnerships


PPMA’s main objectives are:

  • to raise the profile of the people management function in the Public Sector

  • to lead the development of and commitment to best people management practice

  • to influence events through contact with local and central government organizations

PPMA organisation is through a Board of Directors (twelve regional branches, Executive Employees/Support). PPMA Members are people management specialists in Local Authorities, Probation and associated services e.g. Magistrates Courts, Improvement Development/Regional Development Agencies, National & Regional Employers’ Organisations, The Police, Fire Services, The National Health Service and Government Agencies/Departments.

PPMA conveys member benefits through:

  • The National Conference

  • Publications and website

  • Events (national and regional)

  • Regular e-bulletins of advice and information

Membership categories

There are 3 membership categories, Full, Associate and Affiliate. 

FULL membership (Public sector)

Full Membership of the Association is open to HR specialists in England, Wales and Northern Ireland employed by

  • Local Authorities (other than a parish, town or community council)

  • Police, Fire, Civil Defence, Authorities and Education

  • Probation and associated services e.g. Magistrates Courts

  • National and Regional Employers Organisations, Local Government Association, Improvement and Development Agency and Regional Development Agencies

  • Government Departments, Civil Service, NDPB’s (non departmental public bodies)

  • Health Service

  • Other linked public sector organisations.

and who in the opinion of the Association can be categorised as one of the following

  • The Head of the HR service

  • The most Senior HR professional

  • Senior staff in a Corporate HR department with strategic responsibilities

  • Head of a devolved or departmental HR unit

If a member ceases to hold office under the above categories, Full membership of the Association ceases but an application can be made to change to Associate or Affiliate membership whichever is appropriate for the change of circumstances

ASSOCIATE membership (Public sector)

Associate Membership of the Association is open to the following Public Sector posts

a)   Any person working in HR who is employed by

  • Local Authorities (other than a parish, town or community council)

  • Police, Fire, Civil Defence Authorities and Education

  • Probation and associated services e.g. Magistrates Courts

  • National and Regional Employers Organisations, Local Government Association, Improvement and Development Agency and Regional Development Agencies

  • Government Departments, Civil Service, NDPB’s (non departmental public bodies)

  • Health Services

  • Other linked public sector organisations.

b)   Existing Full Members of the Association who are/have retired from work and who are not in any paid employment are eligible under this category.

c)   Existing Full Members of the Association who are transferred to the private sector under TUPE but who continue to predominantly provide services to the public sector only are also eligible under this category.

AFFILIATE membership (Private sector)

Affiliate membership of the Association is open to anyone employed in the Private Sector including Consultants and Self Employed.

Please Note
Associate and Affiliate members enjoy the same benefits as Full Members.  They are entitled to take part in the full range of the Association’s activities except that they are not eligible to vote at the Annual General Meeting (AGM) or to be the Chair of a Region or Working/Lead Officer Group or to hold any other office associated with membership of the Policy Board.
